Signals — Quebec
The four families of signals
Cible reads Quebec public records every day to know which businesses just moved. Here are the 18 events we detect today, grouped by what they mean for you — not by the ministry that publishes them.
Why four families
A list of twenty permit types does not tell you what to do. A signal is only worth the sentence it lets you write, so we grouped them by that sentence. In the app, every signal links out to the original public document — you can always go check before you call.
The money is confirmed
The budget exists and it was just unlocked
A business that just won a public contract or registered a housing project has a dated budget, a deadline, and an obligation to deliver. This is by far the densest family in the feed.
- Won a contractPublic record
- New-home projectPublic record
- Housing project announcedRegional press
What it gives you — A reason to call that is not a cold pitch: “congratulations on the City of… contract.” You have the date, the amount where it is public, and the buyer.
They are buying right now
The order is open, or about to be
A published tender, a construction permit issued, an environmental authorization granted, a land-use change filed: each one opens a buying sequence — materials, subcontractors, professional services, equipment.
- Open tenderPublic record
- Construction permitCity
- Environmental authorizationPublic record
- Land-use filingPublic record
What it gives you — You arrive during the window instead of three months later, once the supplier has already been chosen.
They just opened
Everything is still up for decision
A brand-new alcohol permit, a brand-new construction licence, an establishment opening, a builder accreditation: the business does not yet have a regular supplier for half of what it needs.
- Establishment openingPublic record
- New alcohol permitPublic record
- New trader permitPublic record
- New construction licencePublic record
- Newly accredited builderPublic record
- New childcarePublic record
What it gives you — The one window where “we already have someone” is not the default answer.
Their situation just changed
Good or bad, news that changes your message
Hiring resuming after a quiet stretch, an expansion, an acquisition — or a violation to fix and a collective layoff. They sit in the same family because they do the same thing: they make the message you had prepared wrong.
- Started hiring againPublic record
- Expansion announcedRegional press
- Acquisition announcedRegional press
- Food-safety convictionPublic record
- Collective layoff noticePublic record
What it gives you — You do not write the same thing to a business that is hiring and one that is laying off. This family also tells you when not to call at all.
What this page does not tell you
The engine watches 20 event types. This page presents 18: the ones that have actually produced a result in the feed since we started tracking them. The other two are under active watch — their sources run every day — but no match has been recorded yet, and a detection you cannot verify is not a feature. They will appear here the day they fire, not before.
The full Signals feed is included with the Pro and Business plans. The Solo plan sees that a business moved, without the detail of the event.
